High-quality basic service guaranteed
Swiss Post has welcomed the fact that the years spent establishing a modern legal framework for the postal market and Swiss Post have reached a satisfying conclusion, following the approval of the new postal legislation by the chambers of Parliament. Under the new legislation, Swiss Post will receive modern structures and entrepreneurial freedom to undertake its various tasks. These preconditions are important in order for Swiss Post to assert itself as a competitive service provider and offer a high-quality basic service in the future too. Swiss Post hopes that this new legislation will enter into force quickly.
Thanks to the approval of the new Postal Act (PA) and the new Postal Organization Act (POA) in the final round of voting by the National Council and Council of States, the four years or so spent establishing a modern and forward-looking legal foundation for the postal market and for the company have reached a satisfying conclusion. As a key Swiss service provider with an obligation to provide a basic service, Swiss Post will receive a clear mandate from the legislator, the same competitive conditions as its peers and a legal framework that provides it with sufficient entrepreneurial freedom.
In particular, Swiss Post welcomes the fact that it will now receive a modern legal status – similar to that of SBB, for example – with the entrepreneurial freedom and employment relationships it needs to assert itself in the future too. Swiss Post is also pleased that PostFinance’s position in the retail financial market will be strengthened by establishing the financial institution as a legally independent public company, despite the fact that PostFinance is still not authorized to issue loans independently.
Good preconditions for a successful company
Swiss Post will continue to offer a high-quality basic service for postal operations and payments. The new legislation will enable Swiss Post – as a successful company – to finance this basic service from its own resources in the medium term too.
As a public service provider that generates 80% of its turnover in the market and the remaining 20% in competition with electronic service offerings, it is crucial for Swiss Post to have entrepreneurial freedom. This enables it to continuously adapt its services to social trends, changing customer needs and technological developments. Swiss Post hopes that both drafts will enter into force quickly.
